اليات تفعيل مصادر التمويل للحد من العجز في ميزانية الجماعات المحلية دراسة حالة بلدية البيض (2016-2022)

Abstract

تهدف هذه الدراسة إلى التعرف على آليات تفقعيل مصادر التمويل لميزانية الجماعات المحلية (البلدية) في تجسيد تنمية المشاريع المحلية التي شرعها القانون، ومعرفة مدى فعالية هذه اليرادات في إنجاز المشاريع التي يحتاجها المواطن، نخص هنا بالذكر إعانات الدولة ومساهمات صندوق التضامن والضمان وقدرته على تمويل ميزانية البلدية. وقد تمت الدراسة في بلدية البيض خلال الفترة ( )2022-2016من خلال استخدام المنهج الوصفي التحليلي في الجانب النظري، والمنهج الاستقرائي في الجانب التطبيقي وإجراء المقابلات مع بعض الداريين المختصين في ميزانية البلدية وتنمية المشاريع المحلية. وقد خلصت النتائج إلى أن الموارد المالية لميزانية البلدية متعددة ومتنوعة لكنها ضعيفة وتعتمد على إعانات الدولة لنجاز معظم مشاريعها التنموية، كما أن لتنوع مصادر تمويل ميزانية الجماعات المحلية واختلافها أثر إيجابي على التنمية المحلية ببلدية البيض.

This study aims to identify the mechanisms for activating the sources of funding the budget of local groups (municipal) in embodying the development of local projects legislated by the law, and to know the extent of the effectiveness of these revenues in completing the projects that the citizen needs. Here we specifically mention state subsidies and contributions from the Solidarity Fund and guarantee and its ability to finance the municipal budget. The study was conducted in the municipality of El Bayadh during the period (2016-2022) by using the descriptive analytical approach in the theoretical aspect, and the inductive approach in the applied aspect, and conducting interviews with some administrators specialized in the municipal budget and the development of local projects. The results concluded that the financial resources of the budget. The municipality is numerous and diverse, but it is weak and relies on state subsidies to complete most of its development projects. The diversity and differences in sources of funding for local groups’ budgets also have a positive impact on local development in the municipality of El Bayadh.
