أثر المديونية الخارجية على اقتصاديات دول الشرق الأوسط وشمال إفريقيا (دراسة حالة لبنان – الجزائر)

Abstract

إن ظهور الأزمات المتكررة أدى إلى عدم قدرة الدول النامية على تمويل نفسها بمصادر داخلية ونتيجة الترسبات التاريخية التي ورثتها جراء الحروب و الاستعمار مما أدى بهذه الدول إلى حتمية الاستدانة الخارجية , ومن هنا ظهر مصطلح المديونية الخارجية و هو ما سنتطرق إليه في بحثنا لبيان أهم الأسباب المؤدية إلى تفاقم الديون الخارجية و الاثار الناجمة عنها و سبل معالجة هذا التفاقم أو الحد منه.

The emergence of recurring crises has led to the inability of developing countries to finance themselves through internal sources, because of the historical inherited from wars and colonialism; these countries have been forced to resort to external borrowing. Hence the term “external debt “ has emerged , which we will address in our research to highlight the main reasons leading to the aggravation of external debts , the resulting effects , and ways to address or limit this aggravation .
