Abstract

كان الهدف من دراستنا التطرق إلى معاني ومفاهيم التامين بصفة عامة وأهميته في حياة الأفراد والمجتمعات كمدخل للتعرف أكثر على التامين في مجال الضمان الاجتماعي الذي حاولنا تسليط الضوء على مراحل نشأته وتطوره في الجزائر والتحديات التي تواجهه وإبراز أهميته في تحقيق مبدآ المساواة والتكافل الاجتماعي بين أفراد المجتمع الواحد لجيل آو لأجيال متعاقبة . ومن أهم العقبات التي واجهت منظومة الضمان الاجتماعي منذ إيجادها إلى يومنا هذا هو تقديم خدمات متكاملة وذات نوعية تستجيب لتطلعات المؤمنين الاجتماعيين دون المساس بالتوازن المالي لمنظومة الضمان الاجتماعي واعتبرت هذه المعادلة احد التحديات التي سطرت لها منظومة الضمان الاجتماعي إستراتيجية طويلة المدى ووفرت جميع الإمكانيات المادية والبشرية لتحقيقها. وكعينة من النفقات الهامة التي تثقل كاهل الصندوق الوطني للتأمينات الاجتماعية للعمال الأجراء حاولنا تسليط الضوء على قضية العطل المرضية وأهميتها في تعويض دخل الفرد والحفاظ على كرامته ومصدر قوته شرط تحقق عامل المرض والعجز الذي يبرر توقفه عن العمل وحصوله على التعويض من قبل منظومة الضمان الاجتماعي، وتطرقنا إلى ظاهرة عطل المجاملة أو بمعنى أخر العطل المرضية المفتعلة وكيفية محاربتها لضمان خدمات حقيقية مبررة لمستحقيها الفعليين .

The purpose of our study was to address the meanings and concepts of integrity in general and its importance in the lives of individuals and communities as an entry point for the identification of social security integrity, which we have tried to highlight the stages of its development in Algeria and the challenges it faces and to highlight its importance in achieving the principles of equality and social solidarity among members of a single society for generations or generations in succession. One of the most important obstacles faced by the social security system from its inception to the present day has been the provision of comprehensive and quality services that respond to the aspirations of social believers without compromising the financial balance of the social security system. This equation has been identified as one of the challenges to which the social security system has set out a long-term strategy and has provided all the material and human resources to achieve it. As an important expense of the National Fund for Social Insurance for wage-earners, we have tried to highlight the issue of sick holidays, their importance in compensating an individual ' s income, and the preservation of his dignity and strength, provided that the sickness and disability factor justifying the suspension of work and the compensation provided by the social security system is achieved. We have discussed the phenomenon of courtesy holidays or, in other words, artificial sick holidays and how to combat them in order to ensure genuine and justified services to their actual beneficiaries.
