Abstract

نستخلص مما سبق أن المجتمع المدني شهد تطواًر بالغاً بحيث ُعرف هذا المفهوم منذ القدم، وتجسد من خلال الممارسات الكثيرة عبر الحقب الزمنية المتعاقبة، فالمجتمع المدني يعتبر حلقة وصل بين الجهاز الحاكم فالدولة وبين المجتمع كطبقة محكومة، لكونه المجال الواسع لطرح الانشغالات والتعبير عن الآراء، إن مؤسسات المجتمع المدني بكل أطيافها تعتبر ضرورة حتمية لابد من وجودها في كل دولة تعنى بمفاهيم الديمقراطية وتسعى لتجسيدها، لأن لمؤسساته الدور الكبير في الإرشاد والإصلاح بالإضافة للعمل التطوعي، ضف إلى ذلك الوظائف العديدة التي ظهرت مع التطور المتسارع لهذا المفهوم، وبما أنه يواكب المستجدات وحاضر في كل زمان، عهد المشرع الج ازئري إلى أن يكرس هيئة استشارية تعرف بالمرصد الوطني للمجتمع المدني، وهذا من خلال التعديل الدستوري الأخير لسنة ،2020فهو يعد مكسباً جديداً للمجتمع المدني الذي سيساهم في تفعيل دوره، وجاء بموجب المرسوم الرئاسي ،139-21الذي حدد تشكيلته وسيره وتنظيمه وكذا مهامه، باعتباره هيئة موضوعة لدى رئيس الجمهورية. ABSTRACT : We conclude from the foregoing that civil society has evolved so much that this concept has been known from the earliest and is reflected in many practices across successive time frames, Civil society is a link between the state’s governing organ and society as a governed class, as it is the broad area for raising concerns and expressing views. Civil society institutions in all their aspects are imperative and must be present in every country concerned with the concepts of democracy and strive to embody them. They play a great role in guidance and reform, in addition to volunteerism and the many jobs that have emerged with the accelerated development of this concept. Since it is up to date and present at all times Algeria’s legislator has determined to devote an advisory body, known as the National Civil Society Observatory, through the recent constitutional amendment of 2020. It is a new gain for civil society, which will contribute to the activation of its role it was established by Presidential Decree No. 21-139, which defines its composition, functioning, and organization, as well as its tasks, as a body established by the President of the Republic.
