انعكاس استقلالية البنك المركزي على أداء السياسة النقدية في الجزائر

Abstract

موضوع هذه الدراسة يتمثل في دراسة نظرية وتحليلية تم من خلالهما التطرق إلى موضوع استقلالية البنك المركزي وعلاقته بالسياسة النقدية، وتقييم طبيعة الأثر المحتمل لهذه الاستقلالية على أداء السياسة النقدية في الجزائر خلال الفترة 1990-2022، وذلك عن طريق تحليل إحصائيات متعلقة بأدوات السياسة النقدية المعمول بها وتحليل تطور أهداف هذه السياسة،حيث سعت الجزائر كغيرها من الدول إلى بناء قطاع مصرفي متطور يتولى قيادته بنك مركزي فعال يتميز بالاستقلالية التامة عن الحكومة من خلال إصدار قانون النقد والقرض 90-10 الذي يمنح درجة من الاستقلالية والحرية لبنك الجزائر لضمان مصداقية السياسة النقدية من خلال فعالية أدواتها لتحقيق أهدافها ومعالجة المشاكل الاقتصادية التي يعاني منها الاقتصاد الوطني. وقد توصلنا من خلال هذه الدراسة إلى وجود أثر إيجابي لدرجة استقلالية البنك الجزائري على أدوات السياسة النقدية في حين كان للاستقلالية أثر سلبي نوعا ما على أهداف السياسة النقدية.

The subject of this study is a theoretical and analytical study that tackled the issue of the independence of the central bank and its relation to monetary policy. It also evaluated the potential impact of this independence on the performance of monetary policy in Algeria during the period 1990-2022, through statistical analysis of monetary policy tools and an analysis of the evolution of the objectives of this policy. Algeria, like other countries, sought to build a developed banking sector led by an effective central bank that is characterized by complete independence from the government through the issuance of the Monetary and Credit Law 90-10, which grants a degree of independence and freedom to the Bank of Algeria to ensure the credibility of monetary policy through effective tools to achieve its objectives and address the economic problems facing the national economy. This study found a positive impact of the degree of independence of the Bank of Algeria on monetary policy tools, while the degree of independence did not have a significant impact on the objectives of monetary policy.
