أثر تغيرات اسعار البترول على الإنفاق الحكومي في الجزائر دراسة تحليلية قياسية خلال الفترة 1990-2022

Abstract

تهدف هذه الدراسة الى معرفة تأثير اسعار البترول على الإنفاق الحكومي في الجزائر خلال الفترة '' "2022-1990 ذلك لكون الدور الذي يلعبه البترول وتطورات أسعاره في تحديد الإنفاق الحكومي حيث يعتبر النفط العصب النابض للاقتصاد الجزائري فسعر النفط له تأثير مباشر على السياسة المالية للدولة الجزائرية حيث توصلت الدراسة ان السياسة الإنفاقية رهينة أسعار البترول حيث اتبعت الجزائر سياسة إنفاقيه توسعية بارتفاع أسعار البترول في حالة تراجع أسعار البترول يخفض الإنفاق العام وفق سياسة مالية صارمة اما في الجانب القياسي استخدمت فيه منهجية الانحدار الذاتي ذي الفجوات الزمنية الموزعة ARDLطبقت على السلاسل زمنية سنوية لكل من الإنفاق الحكومي وأسعار النفط خلال الفتة 2022-1990وقد خلصت الدراسة على انه يوجد تكامل مشترك في الاجل الطويل بين سعر بترول والإنفاق وذالك لمعنوية معلمة سعر البترول كما توجد علاقة في الاجل القصير وهذا يدل على حساسية الإنفاق الحكومي لتغيرات سعر البترول

The aim of This study is to reach an answer to the main question it poses, which is "the impact of changes in oil prices on government spending in Algeria during the period 1990-2022" because the role played by oil and its price developments in determining government spending, as oil is considered the pulsating nerve of the Algerian economy, so the price of oil It has a direct impact on the fiscal policy of the Algerian state, as the study concluded that the spending policy is hostage to oil prices, as Algeria pursued an expansionary spending policy with the rise in oil prices. In the event of a decline in oil prices, public spending is reduced according to a strict fiscal policy. The distributed ARDL was applied to the annual time series for each of the government spending and oil prices during the period 1990-2002. The study concluded that the agreement policy followed in Algeria is in line with the cyclical trends in oil prices.
