Beylik of the West was one of the most prominent administrative units in Ottoman Algeria due to its strategic location in the western part of the country. It served as the first line of defense against Spanish and Moroccan threats and oversaw an important coastal strip that connected it to the Mediterranean Sea. The region was characterized by its diverse population, which included Turks, Algerians, Jews, and European captives. Rural tribes played a central role in society within the framework of the "divide and rule" policy adopted by the Ottoman state to maintain control. The relationships between the Beylik of the West and both the central authority and the other beyliks (East and Titteri) were complex, marked by both cooperation and rivalry, especially in facing external threats. As for relations with Morocco, they fluctuated between conflict and cooperation due to border overlap and shared interests, particularly in the Tlemcen region, where border tribes played a mediating role. Cultural and commercial exchanges contributed to strengthening ties despite recurring tensions. Regarding the relationship between the rural population and the Ottoman authority, governance relied on dividing the tribes into four categories: cooperative (makhzen), subject (ra‘iyya), allied, and opposing (resistant). Although the state relied on tribal leaders and the makhzen system to extend its influence beyond urban centers and collect taxes, rural areas remained largely beyond full control. The relationship between the state and the tribes was marked by ongoing tension, alternating between submission and confrontation.
