التحول الرقمي في الجزائر في ظل تحديات التوجه نحو رقمنة الاقتصاد

Abstract

تهدف هذه الدراسة إلى تسليط الضوء على واقع التحول الرقمي في الجزائر، فقد خصص الفصل النظري للتعريف بماهية التحول الرقمي واهم مراحله ومتطلباته واساسياته وتعريف الرقمنة، وايضا اوضح مفهومي الاقتصاد الرقمي والادارة الرقمية، اما الجانب التطبيقي فقد اوضح صورة لمظاهر التحول الرقمي في الجزائر وذلك بأخذ نماذج عن المؤسسات العمومية الجزائرية التي تبنت التحول الرقمي الذي ساهم بشكل كبير في تحسين الاداء التنظمي لها. توصلنا من خلال هذه الدراسة الى ان التحول الرقمي ضرورة حتمية للمؤسسات العمومية وان له أثر واضح في تغيير نماذج التكلفة والقيمة، غير ان التحول الرقمي للمؤسسات العمومية في الجزائر لا يزال يعرف بعض التأخر وبرنامج الحكومة الرقمية يحتاج إلى قيادة حقيقية قادرة على قيادة التغيير.

This study aims to shed light on the reality of digital transformation in Algeria, the theoretical chapter was devoted to the definition of what digital transformation is, its most important stages, requirements and fundamentals , and the definition ef digitization, and also clarified the concepts of digital economy and digital management, while the applied side has clarified a picture of the manifestations of digital transformation in Algeria by taking models of Algerian public institutions that have adopted digital transformation, which contributed significantly to improving their organizational performance. Through this study, we concluded that digital transformation is an inevitable necessity for public institutions and that it has a clear impact in changing cost and value models. However, the digital transformation of public institutions in Algeria is still experiencing some delay, and the digital government program needs real leadership capable of leading the change.
