Abstract

تهدف هذه الد ارسة لمعالجة موضوع التسيير وادارة النفقات العمومية في المؤسسة الإستشفائية ومن خلال إجراء دراسة ميدانية للمؤسسة العمومية الإستشفائية محمد جرماني بالأبيض سيدي الشيخ ,اتضح لنا : أن نفقات المؤسسة الاستشفائبة جرماني محمد تضم جانب واحد من النفقات وهي نفقات التسيير, وأن عملية تنفيذ هذه النفقات تمر عبر مرحلتين , مرحلة إدارية من اختصاص المدير كونه أمر الصرف ومرحلة محاسبية من اختصاص محاسب العمومي وتعتبر الرقابة المالية وسيلة لضمان احترام القوانين و أنظمة التي تحكم في حركة الأموال .
